Am I wrong to feel guilty about these things?

well from what i see your a pretty kind person but unfortunately this world is rather cruel. Also you shouldn't feel guilty about other people when you're just making guesses there may be people who needed the promotion or maybe not, you can't beat yourself up over what ifs.
